Mrs. Read then pointed out that in addition to other benefits the new Trigon Blue <br /> Card would make it easier for employees to access services outside Virginia. Council Member <br /> Haskell then asked if there were other ways that the cost of this insurance might be lowered, and was <br /> told that wellness efforts and pre-employment physicals were possibilities. Mrs. Read pointed out, <br /> however, that pre-employment physicals must not be used to discriminate against handicapped <br /> applicants, and that care needed to be taken in considering reasonable accommodations and whether <br /> an applicant could perform essential functions of a job. Council Member-Elect Fen'ill then asked <br /> what provisions there for dealing with pre-existing conditions, and was told that there was a 90-day <br /> waiting period for all new employees before they were covered by the City's health insurance plan. <br /> Council Member Dallas then asked Mrs. Read her opinion on the idea of having an industrial nurse <br /> on staff with the City. Mrs. Read stated her belief that this would be great benefit to employees. <br /> Vice-Mayor Teague then asked for information on proposed changes to health care insurance for <br /> retirees, and was shown the page covering these benefits in the handout provided. The Vice-Mayor <br /> then asked what a comparison of the practices of other jurisdictions regarding retirees health care <br /> benefits showed, and was told that it varied considerably, but that many provided benefits according <br /> to policies similar to Martinsville's. Council Member Roop commented that this was a very <br /> important benefit and a sound policy, and one that fit in well with the goal of hiring and keeping <br /> career employees. Vice-Mayor Teague stated that the 100% payment of premium for a retired <br /> employee with 25 years of service was excellent, and well ahead of most of the private sector. Wade <br /> Bartlett, the City's Director of Finance, noted that most employees are not able to retire with only 25 <br /> years of service, due to the Virginia Retirement System requirements on age minimums for full <br /> retirement benefits. Vice-Mayor Teague noted that even with these minimums there is an incentive <br /> for folks to retire as early as 55 years of age and take their benefits to a new job. Mr. Reynolds stated <br /> that the ability to attract and hold good talent in the public sector had long been a concern of <br /> <br /> <br />
