THURSDAY, JUNE 1, 2000 <br />Standards Act compliance, further continuance of the employee wellness program, and continued <br /> <br />administration of employee recognition programs. Mrs. Read characterized the budget request for <br />FY 2001-02 for her department as strictly a maintenance budget, with no major increases. Council <br />Member Dallas asked what changes had been made in the City's employment application document, <br />and was told that inappropriate questions had been removed and a better format for work history <br />information had been added. Council Member Roop asked where the various employee recognition <br />programs were in the budget, and Mr. Reynolds responded that a new area had been created within <br />the budget for these items, titled Employee Development and Recognition. In looking at this area <br />Mayor Crabtree asked what the difference was between the Milestone Awards and the Service <br />Awards. Mrs. Read responded that the Milestone Awards were limited to employees with 20 or more <br />years of service, while the Service Awards went to employees with service of five years or more. <br />Council Member Dallas then asked if the City's benefit package for employees was equal to the local <br />market, and was told that it was quite competitive. Mrs. Read then began her presentation on <br />proposed compensation and benefits for employees in the coming fiscal year, providing a handout on <br />the subject to all Council Members. The first item to be discussed was the recent selection of Trigon <br />as the city's health care insurance provider, following two bid processes and negotiations. Mrs. Read <br />stated that a three tier plan which added an employee plus one tier would be recommended, and that <br />two plans, a basic and an optional as in the previous years, would be offered. She then described <br />various merits and benefits of the new coverage plan. Council Member Haskell noted that the new <br />plan options came at a higher cost to employees, yet the employees preferred these options. Mrs. <br />Read confirmed this, saying that due to earlier employee dissatisfaction with the lowest cost provider, <br />Mid-Atlantic Medical Services, Inc. (MAMSI) that proposal was not considered acceptable. Vice- <br />Mayor Teague stated concern over the significant increase in family plan costs, and that the employee <br />plus one option may not meet the needs of employees. Council Member Haskell then asked if there <br />were any possibility of parmering with Henry County government on bidding out the health care <br /> <br /> <br />
