TUESDAY, May 23, 2000

A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Vice-Mayor M.

Gene Teague presiding, was held Tuesday, May 23, 2000, in the Council Chamber, City Hall, beginning at
7:00 P.M. The following members of Council were present: M. Gene Teague, Vice-Mayor; Bruce H.T.
Dallas, Elizabeth H. Haskell, and Terry L. Roop. Mayor Mark A. Crabtree arrived at the meeting at a later
time.

After the invocation, provided by Council Member Roop, Council approved upon motion duly seconded, with
all members voting: Vote 4-0; Yeas (4)- Teague, Dallas, Haskell, and Roop; Nays (0)- None; Absent (1) -
Crabtree, the Minutes of the May 9, 2000 meeting. Also, Council approved upon motion duly seconded, with
all members voting: Vote 4-0; Yeas (4)- Teague, Dallas, Haskell, and Roop; Nays (0)- None; Absent (1) -
Crabtree, the Minutes of the May 16, 2000 meeting, as amended.

Vice-Mayor Teague opened the meeting to Business from the Floor. City resident David Kirk of 722
Jefferson Street addressed Council and expressed his support of installing a traffic light at the intersection of
Spruce Street and Mulberry Road. Mr. Kirk brought with him an aerial photograph of the intersection, and he
supports the stop light due to increased traffic in the area. The resident feels that the traffic light will make
the intersection safer, especially since statistics show traffic accidents are increasing at the given location.

City Manager Reynolds stated that the local Transportation Safety Commission is aware of the problem, and
approximately $26,000 is in the budget to fund the traffic light. City Manager Reynolds encouraged residents
that support or oppose the traffic light to attend the City' s Public Hearing on the budget that is to be
scheduled for a later date.

Next, City resident Nancy Carter of Cherokee Trail addressed Council and gave her support of the traffic light
at the same location. Council Members listened to her concern and encouraged her to attend the same Public
Heating.
