Council Member Haskell stated, "All of these are very important issues and require thoughtful attention. I'm not prepared to act tonight. I ask that we defer it tonight and take action in the context of the budget process." Vice Mayor Teague stated, "We've had the elements of a manpower study. We need to look at areas once funded by the State and Federal governments that the City pays for now. My focus on the budget is a concern for fund balances." Council Member Dallas stated, "We should never leave out programs to improve human life. Sometimes you have to visit other sides of the City to see the need. We need to work hard on public transit and point out the humanistic side of the budget. Let's look at what's good for the community, not what looks good on paper. Poor people have gotten the shaft." Mayor Crabtree stated, "All of these concerns are warranted-but.not appropriate for tonight." Council Member Roop replied, "1 didn't feel comfortable in not readdressing these issues." These issues will be addressed in the near future, except for residency requirements. Ercel Cowan, Registrar, stated, "The main reason for an increase in office supplies is the cost of printing. The new machines are working well, but maintenance and repair is required, increasing that line item. A new law, effective July 1, 2000, allows municipalities to elect in November. This would decrease costs. The smallest election costs at least $5,000.00." Council requested Mrs. Cowan to provide the new statute for them to review. Ronnie Minter, Commissioner of the Revenue, stated, "1 don't foresee any more responsibilities put on my efficient staff. My advertising line item is increased just
