Council should call for the <br /> use and costs of consultants." <br /> <br />Council Member Haskell stated, "All of these are very important issues and require <br />thoughtful attention. I'm not prepared to act tonight. I ask that we defer it tonight and <br />take action in the context of the budget process." Vice Mayor Teague stated, "We've <br />had the elements of a manpower study. We need to look at areas once funded by the <br />State and Federal governments that the City pays for now. My focus on the budget is a <br />concern for fund balances." Council Member Dallas stated, "We should never leave out <br />programs to improve human life. Sometimes you have to visit other sides of the City to <br />see the need. We need to work hard on public transit and point out the humanistic side <br />of the budget. Let's look at what's good for the community, not what looks good on <br />paper. Poor people have gotten the shaft." Mayor Crabtree stated, "All of these <br />concerns are warranted-but.not appropriate for tonight." Council Member Roop replied, <br />"1 didn't feel comfortable in not readdressing these issues." These issues will be <br />addressed in the near future, except for residency requirements. <br /> <br /> Ercel Cowan, Registrar, stated, "The main reason for an increase in office <br />supplies is the cost of printing. The new machines are working well, but maintenance <br />and repair is required, increasing that line item. A new law, effective July 1, 2000, <br />allows municipalities to elect in November. This would decrease costs. The smallest <br />election costs at least $5,000.00." Council requested Mrs. Cowan to provide the new <br />statute for them to review. <br /> <br /> Ronnie Minter, Commissioner of the Revenue, stated, "1 don't foresee any more <br />responsibilities put on my efficient staff.
