April 25, 2000 <br /> <br />WHEREAS, in 1998, the City's Central Business District was <br />honored and listed as the Martinsville Historic District on the <br />Virginia Landmarks and National Registers of Historic Places; and <br />WHEREAS, an architectural survey of properties along East <br />Church Street and Starling Avenue determined the area eligible for <br />listing on the Virginia Landmarks Register and the National <br />Register of Historic Places; and <br />WHEREAS, an expanded architectural survey of this neighborhood <br />to include properties along Brown Street, Letcher Court, Scuffle Hill, <br />and subsequent streets would further determine the area's <br />eligibility; and <br />WHEREAS, an architectural survey on properties adjoining East <br />Church Street and Starling Avenue encompassing portions of <br />Mulberry Road, Rives Road, Oakdale Street, Thomas Heights, and <br />subsequent adjacent streets would expand the neighborhood's <br />eligibility; and <br /> WHEREAS, citizens of this neighborhood seek to maintain and <br /> recognize the area's unique historic character; now, therefore; <br /> BE IT RESOLVED, that the Martinsville City Council, in regular <br /> session assembled April 25, 2000, does hereby request the Virginia <br /> Department of Historic Resources to assist funding of an <br /> architectural survey and subsequent preparation of a National <br /> Historic District registration for the aforementioned neighborhood. <br /> <br />Wade Bartlett, Director of Finance, presented the Financial Report for Month <br /> <br />Ending March 31, 2000. Vice Mayor Teague asked, "The meals tax didn't decline as <br /> <br />much in March as in February, correct?" Mr. Bartlett replied, "Correct. If we make.our <br /> <br />averages for the remainder of the fiscal year, I project being $50,000 below the <br /> <br />anticipated amount." Council Member Haskell asked, "What is the general state of c~ur <br /> <br />financial integrity?" Mr. Bartlett replied, "There haven't been any surprises since <br />December." Council Member Haskell stated, "The indicators would show that we've <br /> <br />bottomed out and working our way back out." Council Member Roop asked, "Even <br /> <br />though our revenues are down, our expenses are, too?" Mr. Bartlett replied, "Correct." <br /> <br /> <br />
