TUESDAY. June 27. 2000

purchase an EMS first response vehicle. City Manager Reynolds explained that after the adjustments, the
bottom-line is a $32,000 positive variance since the last Council Meeting. Council Members then began
discussions of the budget. Council approved upon motion duly seconded, with all members voting: Vote 4-1;
Yeas (4)- Crabtree, Teague, Haskell, and Roop; Nays (1)- Dallas; Absent (0), to add $11,015 to the Library's
budget. Council heard a report by City Manager Reynolds regarding the budget requests by Social Services.
In late May, City Staff was asked to meet with Joyce Martin, Director of Social Services, regarding opera-
tional budget concems. There were two such issues. 1) Cooling tower - There has been an inspection of a
cooling tower at Social Services. The inspection report revealed that the tower was in need of painting and
some minor maintenance issues. Council was not specifically asked to provide funds for the project, and the
agency will seek a second opinion on the integrity of the cooling tower. 2) There is approximately $64,000
remaining in Social Service's unexpended funds. City Manager Reynolds recommended that the City's share
of the $64,000 remain in Social Service's budget to replace necessary mechanical problems with the cooling
tower and any remaining funds be left in the Social Service' s emergency fired account for coverage of local
emergencies. Council approved upon motion duly seconded, with all members voting: Vote 5-0; Yeas 5)-
Crabtree, Teague, Dallas, Haskell, and Roop; Nays (0)- None; Absent (0), the City Manager's
recommendation for the Social Services budget. Council Members expressed appreciation to City Manager
Reynolds and Staff for work on the budget. Council approved upon motion duly seconded, with all members
voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Haskell, and Roop; Nays (0)-; Absent (0), to make the
budget adjustments recommended by City Manager Reynolds. Council approved upon motion duly
seconded, with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Haskell, and Roop; Nays
(0)-; Absent (0), to adopt Ordinance No. 2000-3 as amended for establishment of the City' Budget and Tax
Rates for FY 2000-2001, effective July 1, 2000 as follows:
