M artinsville government actively seeks citizen involvement in the
evaluation of services, identification of problems and needs and assessment of
the city's livability. Quarterly Neighborhood Town Meetings, a Customer
Service center, and a bi-annual Citizen Survey help keep government officials
and citizens in touch. In 1999, 15% of citizens responded to the Citizen Survey,
up from 12% in 1997, and documented 88% overall customer satisfaction. The
city's property maintenance program, a published Guide to City Services, a
citizen newsletter, a 24-hour information telephone service, an efficient and
effective process for problem and complaint resolution and enhanced public
credibility all resulted from responses to previous citizen surveys.

M artinsville's most basic community challenges and concerns - quality
of life, public safety and customer services are being addressed. The survey
reflects concrete evidence that citizen complaints are being successfully tracked
and resolved. Martinsville's citizens are the driving force behind the city's
"reinvention" over the past several years, as in the many decades before. The
pride, concern, and love our residents have for their city is being translated into
a celebration of new civic pride. And that is why Martinsville's government
leaders continue to make concerted efforts to listen and respond to its citizens;
seek diversity in the planning process; and then enlist citizen participation in
addressing concerns that impact the people who work, live and raise families in
Martinsville. It is the unlimited capabilities of these remarkable people that
will take this community beyond ordinary limits.

-- 2
