<br />a day other than Halloween (except when Halloween falls on a Sunday and the city council has
<br />by proclamation declared that Halloween shall be celebrated on the preceding Saturday), he
<br />shall be guilty of a class 4 misdemeanor.

<br />Sec. 13-16. Masquerading; disguises.
<br />
<br /> It shall be unlawful and a class 1 misdemeanor for any person to appear upon the public
<br />streets or sidewalks of the city, or in any public place in the city, wearing a mask, hood, facial
<br />makeup or other means of disguise so as to conceal such person's identity, or for any person to
<br />wear any wig, costume, dress, garb, garment, either outer or undergarment, or makeup, or any
<br />combination thereof, so as to disguise or conceal such person's true gender; provided, however,
<br />that this section shall not apply to children twelve (12) years of age or under engaged in
<br />Halloween activities on Halloween, to persons taking part in any fair, carnival, circus,
<br />exposition or parade licensed by the city, or to publicly advertised theatrical productions
<br />conducted within auditoriums, theaters, amphitheaters, stadiums or enclosed buildings or on
<br />outdoor stages.

<br />Sec. 13-17. Indecent exposure.
<br />
<br /> Every person who intentionally makes an obscene display or exposure of his person, or the
<br />private parts thereof, in any public place, or in any place where others are present, or procures
<br />another to so expose himself, shall be guilty of a class I misdemeanor.

<br />Sec. 13-18. Sexual solicitation or harassment.
<br />
<br /> It shall be unlawful and a class 1 misdemeanor for any person to make any solicitation, offer,
<br />suggestion or request for, or express or suggest the desire to engage in, any act of sexual
<br />intercourse, sodomy, animate or inanimate object sexual penetration, indecent exposure,
<br />buggery, cunnilingus, feHatio, anallingus, oral intercourse or fondling of intimate parts to any
<br />individual to whom such person is unacquainted, or to any individual to whom such person is
<br />acquainted if such acquaintance has informed such person, orally or in writing, that such
<br />acquaintance does not wish to receive any such attention or communication from such person.
