OFFENSES--MISCELLANEOUS <br /> <br />§ 13-53 <br /> <br />nuisance. Any such owner, lessor, agent of any such lessor, manager, chief executive officer, <br />operator or tenant who knowingly permits, establishes, keeps or maintains such a common <br />nuisance is.guilty of a class 1 misdemeanor. <br />(Ord. ALARM SYSTEMS* <br /> <br />Sec. 13-51. Regulation of alarm company operators. <br /> <br /> (a) As of July 1, 1993, no alarm company operator, as defined in the Code of Virginia, section <br />15.1-28.1, shall sell, install, maintain or own any alarm system within the city that is to be <br />connected to the Martinsville-Henry County Communications Center, without first registering <br />the alarmed premises with the Martinsville Police Department upon such forms as approved <br />by the city council. <br /> <br /> (b) The systems installed or maintained by alarm system operators shall be installed, <br />operated and maintained in accordance with rules and regulations promulgated by city <br />council. <br />(Ord. No. 93-3, 6-8-93) <br /> <br />Sec. 13-52. Regulation of other alarm systems. <br /> <br /> (a) No person, firm, corporation or other entity shall install an alarm system in the city <br />which, when activated, would result in automatic telephone contact with the Martinsville- <br />Henry County Communications Center without first registering the alarmed premises with <br />the Martinsville Police Department upon such form~ as approved by city council. <br /> <br /> (b) Auto-dialing alarm systems installed in the city that are permitted to contact the <br />Martinsville-Henry County Communications Center shall be programmed to call the sev~en- <br />digit number provided by the director of communications. Under no circumstances will the <br />auto-dialing systems be permitted to dial 911. <br />(Ord. No. 93-3, 6-8-93) <br /> <br />Sec. 13-53. Responsibility. <br /> <br /> The city, any department or individual including the police department, fire department, <br />volunteer rescue squads and the Martinsville-Henry County Communications Center shall not <br />be liable for failure to act or respond to any activated alarm. <br />(Ord.
