<br />n, <br /> <br />MOTOR VEHICLES AND TRAFFIC <br /> <br />~ 12-111 <br /> <br />the defendant was, at the time of such parking, the registered owner of the vehicle, as <br />required by chapter 6 of title 46.2 (~ 46.2-600 et seq.), of the Code of Virginia, shall constitute <br />in evidence a prima facie presumption that such registered owner of the vehicle was the <br />person who stopped or parked the vehicle at the place where, and for the time during which, <br />such violation occurred. <br /> <br />(b) A certificate issued pursuant to the provisions of section 46.2-213 of the Code of <br />Virginia or a record produced in accordance with section 46.2-215 of the Code of Virginia, <br />setting forth the distinguishing number or license plate of a motor vehicle, trailer or semi- <br />trailer, together with the name and address of the owner thereof, shall be prima facie evidence <br />ofthe ownership ofthe vehicle to which such distinguishing number or license plate has been <br />assigned by the department of motor vehicles. <br />(Ord. of 2-24-81, ~ 10-107; Ord. Provisions of article as to parking time limits not exclusive. <br /> <br />The provisions of this article relating to time limits for parking in free parking spaces or <br />metered parking spaces shall not relieve any person from the duty to observe other and more <br />restrictive provisions of this article or other ordinance of the city or of the Virginia Motor <br />Vehicle, Code prohibiting or limiting the stopping, standing or parking of vehicles in specified <br />plaqes or at specified times. <br />(Ord. of 2-24-81, ~ 10-100) <br /> <br />Sec. 12-110. Exemptions for jurors parking while on jury duty. <br /> <br />Any person summoned to serve on either a grand or petit jury for the' Circuit Court of <br />Henry County or the City of Martinsville shall, while actually serving, have the right to park <br />in any free parking space in excess of any time limitation applicable to such space or to park <br />at any metered space without depositing coins in the parking meter or obtaining lawful <br />parking time therefor, if such juror shall conspicuously display on the windshield of his motor <br />vehicle a juror parking permit issued by the court. <br />(Ord. of 2-24-81, ~ 10-113) <br /> <br />01 <br /> <br />, I <br /> <br />Sec. 12-111. Special parking privileges and exemptions for public service related <br />parking. <br /> <br />(a) The chief of police may authorize special parking privileges in the city for a limited <br />period of time, when the need is clearly demonstrated, for a special event or for the perfor- <br />mance of a specific public service for a Martinsville City or Henry County department, <br />agency, commission, board, committee or court, and may issue special parking permits therefor. <br /> <br />(b) The chief of police shall have the authority to void parking citations received for <br />parking in a free parking space in excess of any time limitation applicable to such space or for <br />parking at a metered space after expiration of the lawful parking time, if the person received <br />the citation while performing a specific public service for a Martinsville City or Henry County <br /> <br />Supp. No. 20 <br /> <br />737 <br />
