Department of finance generally. <br /> <br />(a) There shall be a department of finance for the city, the head of which shall be the city <br />manager, or some person appointed and designated by the city manager, as the director of <br />finance. <br /> <br />(b) Within the department of finance, there shall be a division of accounting, the head of <br />which shall be the director of finance or some ogher person skilled in municipal accounting <br />appointed by and under the supervision of the director of finance. <br />(Code 1971, ~~ 6-1, 6-27) <br /> <br />Sec. 2.15. Qualifications and bond of director of finance. <br /> <br />The director of finance shall be a person skilled in municipal accounting and financial <br />controL He shall give such bond as is required by the council. <br />(Code 1971, ~ 6-2) <br /> <br />Sec. 2.16. General powers and duties of director of finance. <br /> <br />The director of finance, subject to the direction and control ofthe city manager, shall have <br />general management and control of the administration of the financial activities of the city <br />government and particularly of those divisions dealing with budgeting, pre-audit and <br />accounting and utility and other billings. He shall superintend and be responsible for the <br />proper and accurate preparation and custody of all fiscal accounts, reports and records of the <br />city, with the exception of those maintained by the elected constitutional officers of the city. To <br />this end he shall: <br /> <br />(1) Assist the city manager in compiling expense and capital budgets, with supporting <br />data; <br /> <br />(2) Prescribe the form of receipts, invoices, vouchers, bills or claims to be used and the <br />form of accounts to be kept by all departments, boards, commissions, offices and <br />agencies of the city, including the city school board, except for such accounts as are kept <br />by employees of the school board; and <br /> <br />(3) Supervise and control all encumbrances, expenditures and disbursements of the city to <br />insure that budget appropriations are not exceeded, in accordance with the best <br />recognized practices in governmental budgeting and accounting, as hereinafter is more <br />particularly described in this chapter. <br />(Code 1971, ~ 6-3; Ord. of 6-28-77) <br /> <br />Sec. 2.17. Work programs and allotments for city departments and agencies. <br /> <br />The city manager may design and prescribe work programs on a periodic allotment basis for <br />the various departments and agencies of the city, with the exception of the city school board; <br />provided, that such allotments shall be in conformity with the salaries established by <br /> <br />Supp. No. 59 <br /> <br />152 <br />
