March 28, 2000 <br /> <br />work." Mayor Crabtree stated, "The goal is to provide property owners an initiative' to <br />maintain property properly. The important thing is to log complaints with Brenda <br />Prillaman." Mr. Crigger asked, "Is there anything that can be done with people who <br />repeatedly violate the Maintenance Property Code?" Mayor Crabtree added, "1 would <br />like to see more done with repeat offenders." Council Member Haskell stated, "We've <br />talked in the past of an escalating fine for repeat offenders. I request that Staff work <br />with Mr. Worthy and report back to Council with a draft to the Ordinance." David B. <br />Worthy, City Attorney, stated, "Every ten days, it's a new offense. I would have to check <br />into the legality of an escalating fine." Mrs. Pinkard stated, "1 have a concern with the <br />former Moorefield Cleaning building and the radio shop next door." Scott Reynolds, of <br />Forest Street, replied, "I'm recycling at the radio shop. Over the past ten years, the <br />garbage tax has increased, and all garbage can't be picked up. Two weeks ago, I <br />carried off 632 pounds." Mr. Crigger asked, "Have you discussed the possibility of <br />rental inspections before and after renting?" Vice Mayor Teague replied, "Yes. A rental <br />certification plan is in our 1999 Strategic Plan." Tommy Pulliam, representing Fuller <br />Memorial Baptist Church, stated, "The City owns an 'imaginary' road from our driveway <br />to Birchland Drive. We're having a major problem with kudzu. I request that the City, <br />as they have done before, help with maintenance of this property." Mrs. Priilaman <br />logged the complaint. Mr. Reynolds asked, "Are there any plans by the EleCtric <br />Department to upgrade lines on Forest Street? Also, Council needs~to look at City <br />infrastructure and how to draw people in." Council Member Haskell replied, "During my <br />time on Council, I have seen a major improvement in Martinsville through fiber optics, <br />school buildings, and other major improvements."
