March 14, 2000 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on March 14, 2000, in Council Chamber of the Municipal Building, <br />beginning at 7:00 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Dallas, Mayor Crabtree welcomed <br />everyone to the meeting. <br /> <br /> Council Member Haskelt moved to approve, as amended, the Minutes of,the <br />February 22,12000, meeting; the motion was duly seconded ~nd C,~rried by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5)- Crabtree, Dallas, Haskell, Roop, <br />Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor. John W. Hatcher, Jr., of 1053 <br />Graves Street, stated, "My wife and I addressed a concern to Dr. Ira Trollinger, and <br />we're not satisfied with the response. I would like for the City to tell me what to do?" <br />Mayor Crabtree replied, ~1 would refer you to the City School Board. Dr. William <br />Shackleford is the chairman. We only appoint the School Board members; they have <br />full authority over the school system." Mr. Hatcher asked, "If I don't like their decision, <br />what next?" City Attorney David Worthy replied, "The next step would be City Circuit <br />Court." Nancy Carter, of 1112 Sam Lions Trail, asked, ~Mr. Hatcher, have you tried <br />utilizing the IEP [Individualized Education Plan] Committee of the school?" Mr. Hatcher <br />replied, "Yes." Mayor Crabtree added, "We are genuinely concerned. However, City <br />Council and the School Board are separate, legal entities. I'm sure that they'll give you <br /> <br />a full hearing." <br /> <br /> <br />
