REYNOLDS, JR. <br />City Manager <br /> <br />RESOLUTION <br /> <br />AUTHORIZING THE PREPARATION AND FILING OF AN APPLICATION FOR A <br />2000 COMPETITIVE PLANNING GRANT UNDER THE VIRGINIA COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM <br /> <br />WHEREAS, financial assistance is available to units of local government under the Common- <br />wealth of Virginia's Community Development Block Grant (CDBG) Program for planning and <br />preliminary design activities; and <br /> <br />WHEREAS, in order to receive such financial assistance, it is necessary to file an application for <br />a Planning Grant with the Virginia Department of Housing and Community Development; and <br /> <br />WHEREAS, the City of Martinsville wishes to apply for $22,500 in Planning Grant Funds to <br />address housing and community development needs through the preparation of a Comprehensive <br />Community Development Project, including housing production on the former R.P. Thomas <br />property and housing rehabilitation with associated infrastructure improvements in the adjoining <br />low- and moderate-income neighborhood; and <br /> <br />WHEREAS, the former R.P. Thomas property was used for a trucking terminal and warehous- <br />ing center, a nonconforming use that had a severe blighting influence on the surrounding Fayette <br />Street neighborhood and contributed to its deterioration; and <br /> <br />WHEREAS, since December 1, 1996 the City has expended $258,901 for the acquisition and <br />clearance of said property, including removal of blight and remediation of environmental <br />problems; and <br /> <br />WHEREAS, the City has expended since July 1, 1998: <br />· $40,400 in engineering fees for the preparation of a Preliminary Engineering Report and plan <br /> of development for a 26-1ot subdivision of affordable single-family homes on the R.P. <br /> Thomas parcel; and <br />· $3,295 for prototype affordable housing designs that can be coustmcted and marketed in this <br /> area; and <br /> <br />WHEREAS, the preparation of said engineering reports, plans, and designs are CDBG-eligible <br />planning activities; and <br /> <br />WHEREAS, the City will commit $3,500 in additional local funds toward the planning study for <br />a total planning project of $69,695. <br /> <br />55WESTCHURCHSTREET <br /> <br /> P.
