January 11,2000 <br /> <br />The Enterprise Zone Administrator shall be the City Manager or his <br />designee. <br />$ec. 7..5-9. Term of Chapter. <br />This chapter shall be in full force and in effect for a period of twenty <br />(20) years from January 1, 1996, the date of approval of Enterprise <br />Zone status, unless re-enacted or amended. <br />BE IT FURTHER ORDAINED that, an emergency existing, this <br />Ordinance shall become effective immediately upon adoption. <br /> <br />Council considered adoption of the City's 2000 Legislative Program. Thomas <br /> <br />Harned, Assistant City Manager of Community Development, stated, "Representatives <br /> <br />from the City spoke in Richmond today, including Steve Pike on the Virginia Museum of <br /> <br />Natural History, Ira Trollinger on education, James Rountree on tourism, and myself on <br /> <br />economic development. We were well received. Regarding the tobacco settlement, we <br /> <br />have a geographical advantage. Thirty percent of flue-cured tobacco products originate <br /> <br />from the Counties of Henry, Patrick, Floyd, and Pittsylvania. The committee also <br /> <br />realizes that tobacco has had a vital impact on the cities in this area." Council Member <br /> <br />Haskell stated, "We need to draw <br />recovery with stronger language." <br /> <br />more attention to transportation for economic <br />Council Member Dallas stated, "1 applaud Mr. <br /> <br />Reynolds for including the County [of Henry] in our plan. Did the County include the <br />City?" Mr. Reynolds replied, "Yes." Lafayette Jones, of 501 Second Street, asked, "Of <br />the $1.2 million for retraining that is coming here for displaced workers, can'any of this <br />money be used for expansion of small businesses?" Renee Wyatt, Public Information <br />Officer, replied, "The money is from the National Reserve Grant; it is specifically for <br />short-term occupational training." Council Member Roop stated, "The issue of paying <br />interest on refunds, regardless of who is at fault, needs to be addressed." Council <br />Member Haskell moved to adopt the City's 2000 Legislative Program, as amended; the <br /> <br /> <br />
