We need positive communications and positive reinforcement." <br /> Council Member Dallas thanked Tony Rinaldi, Director of Leisure Services, and <br />City Council for the use of the National Guard Armory for the MeWs Roundtable Club to <br />hold a Christmas party and distribute gifts to the underprivileged of both the City and <br /> <br />County. <br /> <br /> Mayor Crabtree closed the Town Meeting. <br /> City Manager Reynolds stated, "A public hearing has already been held on a <br />request from Virginia Mirror Company, Inc., to abandon the 300 block of Moss Street. <br />However, the company requested to postpone final approval until a lease was <br />established with the railroad." Gene Stanley, of Virginia Mirror Company, Inc., stated, <br />"The reason we requested to hold final approval was that we had nothing in writing from <br />the railroad. We now have a pad lease in place for the project." Vice Mayor Teague <br />moved to adopt the following Ordinance on first reading; the motion was duly seconded <br />and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br />Crabtree, Dallas, Haskell, Roop, Teague; Nays (0)- None: <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.1-491 (g), it is stated that <br /> the public purpose for which this Ordinance is initiated is to fulfill the <br /> requirements of public necessity, convenience, general welfare and <br /> good zoning practice, that the street space, as described below, <br /> be--and is hereby--declared--vacated and abandoned in favor of <br /> Virginia Mirror Company, Inc., subject to payment to the City of <br /> one-half of the assessed valuation of the property and the filing of <br /> an appropriate map with--and the approval by--the City's <br /> Planning, Zoning, and Housing Manager, showing the areas hereby <br /> declared vacated and abandoned, which map, when and as <br /> approved, shall be duly recorded in the Office of the Clerk of <br /> Martinsville City Circuit Court: A 40-foot wide and approximately <br /> <br /> <br />
