Council <br />Member Roop requested, "Please explain Mr. Clark's concern about a hole." Mr. Knox <br />replied, "It will be graded." Fred Martin, Jr., of the family owning the property added, <br />"lt's not actually a hole. It's the lay-of-the-land. It's the former coal storage for the <br />factory. Mr. Worthy stated, '~A/e have a solution. If Council grants the special use <br />permit, it should be subject to the variance being approved by the Board of Zoning <br />Appeals." Mr. Armstrong asked, "Can the COW [Cell on Wheels] be approved while <br />waiting for the BZA hearing?" Mayor Crabtree dosed the Public Hearing. Vice Mayor <br />Teague moved to strike "4 providers" from condition #9; the motion was duly seconded <br />and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br />Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None. Council <br />Member Roop asked for a recap. Mayor Crabtree responded, '~Ne've omitted a specific <br />number of providers. The variance is a question, as is COW placement." Council <br />Member Roop moved to add #10 to the conditions, "It is understood that the petitioner <br />may construct a temporary tower until the permanent tower is completed for a period of <br />90 days; the motion was duly seconded and carried by the following vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays <br />(0) - None; Absent (0) - None. Council Member Dallas moved to approve the Special <br />Use Permit with the following ten conditions; the motion was duly seconded and carried <br />by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br />Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None; <br /> <br /> 1. The mature vegetation to the north and west of the proposed <br /> facility remain as a visual barrier. <br /> 2. The color of the new monopole will be industrial gray. <br /> <br /> <br />
