Ms. McHargue replied, "Not a significant <br />increase." Mayor Crabtree asked, "Do the plans include recycling?" Ms. McHargue <br />replied, "Yes. The plans also call for options of trash procurement." Council Member <br />Haskell stated, "We need to improve our recycling efforts here. Is the design just for the <br />City or could it handle regional?" Ms. McHargue replied, "It could accommodate close <br />facilities." Council Member Haskell asked, "What is the cost of this proposal?" Ms. <br />McHargue replied, "The cost hasn't been done, but I would estimate $1.5 million total <br />cost." Mr. Joyce added, "This is the best option for Martinsville." Council Member Roop <br />asked, "Would we lease or own our transfer trucks?" City Manager Reynolds replied, <br />"We may own our trucks or lease them." Ms. McHargue stated, "Currently, the 24-inch <br />pipe is not working." Jeff Joyce, Landfill Superintendent, stated, "There's a blockage <br />between 150' and 200' from the inlet." Vice Mayor Teague asked, "Is it collapsed?" Jeff <br />Joyce replied, "No. Also, there's no trouble out of the 18-inch pipe." Council Member <br />Haskell asked, "What is the future of the 72-inch pipe? What is its integrity?" Ms. <br />McHargue replied, "It has some cracks and some leakage, but it's hard to predict." <br />Council Member Haskell asked, "What is the best long-term option?" Butch Joyce <br />replied, "A liner is the best option at the lowest price." Council Member Haskell asked, <br />"How do we assess the riskiness?" Ms. McHargue replied, "The only risk-free option is <br />to remove all pipes and tunnel." Vice Mayor Teague aske,d, '~VVhat is the time to build?" <br />Butch Joyce replied, "Six to nine months.
