M., <br /> <br />A special, work session meeting of the Council of the City of Martinsville, Virginia, <br />1999, in the Administrative Conference Room, City Hall, <br />with Mayor Mark Crabtree presiding. Council Members <br />present included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> City Manager Earl B. Reynolds, Jr., introduced Butch Joyce, of Joyce <br />Engineering. Mr. Joyce stated, "A main issue of the General Assembly last year and <br />probably this year is House Bill 1205 regarding vertical expansion of unlined landfills. <br />Thirty sites still exist in the Commonwealth, most of which are public. The <br />recommendation was to work with the Corps of Engineers and the DEQ [Department of <br />Environmental Quality] to evaluate the status of each site, including the status of ground <br />water and the environment. The Corps of Engineers must present an interim report to <br />the DEQ by December 1999, with the final report due July 1, 2000. We're advising our <br />clients to have a full understanding of their site's condition, life, and time remaining. <br />Legislators need to know the status of your facility and how legislation may impact. <br />There also is a question of ranking or prioritizing." Vice Mayor Teague asked, "How <br />many facilities do you deal with?" Mr. Joyce replied, "Ten or 12? Vice Mayor Teague <br />asked, "Based on your understanding of our site, are we similar, worse, or better?. If <br />ranking occurs, how will we stack up?" Mr. Joyce replied, "Typical. You're in <br />compliance with regulations; there's no surprises. Continue to do what you're doing. <br />There's nothing you can do between now and January that would have a major impact." <br />Council Member Haskell asked, "Regarding the Corps study, have they gathered data <br />from Martinsville?" Mr. Joyce replied, "Yes. Surveys went to all facilities around the <br /> <br /> <br />
