250

October 12, 1999

Council considered approving the Consent Agenda. Council Member Haskell
asked for a review of the tower issue. Mr. Knox replied, 'q'hey have requested a special
use permit to construct a 190' pole, of which 30' will be below grade, with a 9' antenna
on Rives Road on the former Martinsville Novelty property. It will be a mono-pole
instead of lattice. American Tower will own the tower." Council Member Haskell asked,
'~/Vas this the only site available?" Mr. Knox replied, "No, this is the second best. The
first choice was in the Clearview Business Park." Council Member Haskell asked,
"What can people expect in the neighborhood?" Mr. Knox answered, "Better cellular
telephone coverage. Trees will still be there. They will only see a portion of the tower.
There will be no effects on electricity, computers, or pacemakers." Council Member
Roop asked, "Were the adjacent property owners notified?" Mr. Knox replied, "Yes."
Vice Mayor Teague said, 'q'he Planning Commission held a Public Hearing. I think,
however, that we should be more aggressive in notifying more than just the adjacent
property owners." Mr. Harned said, "The company has done an exhausting and
meticulous job. They've been in the area for two years." Council Member Haskell
requested that prior to the Public Hearing, a memo be sent to Council with who spoke
and what was said at the Planning Commission Public Hearings." Mrs. Pinkard asked,
"Did they buy property? Will the City make money off of it?" City Manager Reynolds
replied, "No, they didn't buy the property. The City will make money through taxes."
Vice Mayor Teague moved to approve the following Consent Agenda items; the motion
was duly seconded and carried by the following vote, with all present members voting:
Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None;

Absent (0) - None.
