Council Member Haskell asked, "Was a public hearing held?" Mayor <br /> <br />Crabtree responded, "No, it was not required. Two citizens did speak, however, at the <br /> <br />first reading." Chief Rogers said, "lt's a good idea, and it doesn't interfere with church <br /> <br />services. It's safer for the children." Coundl Member Roop moved to adopt, on second <br /> <br />reading, the following Ordinance; the motion was duly seconded and carried by the <br /> <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br /> <br />Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled on October 12, 1999, that <br />Chapter 13-Offenses-Miscellaneous, Article I--In General, Section <br />13-15-Prohibited Trick or Treat Activities of the Martinsville City <br />Code be amended so that paragraph (b) thereunder shall read as <br />follows: <br />Sec. 13-15. Prohibited trick or treat activities. <br />(a) If any person over the age of twelve (12) years shall engage in <br /> the activity commonly known as "trick or treat" or any other <br /> activity of similar character or nature under any name <br /> whatsoever, he shall be guilty of a Class 4 misdemeanor. <br /> Nothing herein shall be construed as prohibiting any parents, <br /> <br /> <br />
