October 12, 1999 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on October 12, 1999, in the Coundl Chamber, City Hall, beginning at <br />7:05 P. M., with Mayor Mark Crabtree presiding. Council Members present included: <br />Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council Members Bruce <br />H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br /> Following delivery of the invocation by Vice Mayor Teague, Mayor Crabtree <br />welcomed everyone to the meeting. He also welcomed the new Chief of Police, Mike <br />Rogers, to the meeting. <br /> <br /> Council Member Haskell moved to approve, as presented, the Minutes of the <br />July 13, 1999, and September 28, 1999 meetings; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br />Dallas, Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None. <br /> <br /> Council considered business from the floor. Charlie Finney, of 120 West Fayette <br />Street, stated that he was charged approximately $4,600 for raising a utility pole. He <br />added that in the past he has donated a water line in the Jones Creek area and allowed <br />easements in the Jones Creek area, Starling Avenue, and Roselawn Heights. Vice <br />Mayor Teague asked if City Manager Earl B. Reynolds, Jr., had met with Mr. Finney. <br />City Manager Reynolds replied, "Yes. The original price was $5,000. The $4,000 <br />amount is adjusted, an equitable adjustment." Mayor Crabtree asked, '~/Vhat is policy <br />regarding raising poles?" City Manager Reynolds replied, "The procedure used with Mr. <br />Finney is regular. The cost is charged to the developer. He was told in the early stages <br />that if his building reached a certain height, the pole would have to be raised, and he <br />would be responsible for the cost." Council asked that the City Manager meet again <br /> <br /> <br />
