September 14, 1999 <br /> <br /> members voting: Vote 5 -0; Yeas (5) - Crabtree, Dallas, <br /> Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None. <br />4. Council Member Haskell moved to appoint William R. <br /> Hopkins, of 1805 Sam Lions Trail, to the Martinsville <br /> Transportation Safety Commission Board to fill the unexpired <br /> four-year term, expiring December 31, 2001, vacated by <br /> Johnathan B. Phillips, who resigned to serve as Clerk of <br /> Council; the motion was duly seconded and carried by the <br /> following vote, with all members voting: Vote 5 - 0; Yeas (5) <br /> - Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None; <br /> Absent (0) - None. <br /> City Manager Reynolds stated, "In 1989, the City conveyed the <br /> former school building on East Church Street to the MARC <br /> Workshop with a clause stating that the property would revert back <br /> to the City without cost should the Workshop cease to use the <br /> property as designated. The Workshop desires to expand its <br /> facilities and feels that the reversion clause would hinder financing." <br /> Council Member Roop moved to authorize the City Manager to <br /> execute a new deed with the MARC Workshop releasing the <br /> reversionary clause, but with a stipulation that the City be given the <br /> right of first refusal upon any sale of the property; the motion was <br /> duly seconded and carried by the following vote, with all members <br /> voting: Vote 4 - 1; Yeas (4) - Crabtree, Haskell, Roop, Teague; <br /> Nays (1) - Dallas; Absent (0) - None. <br /> <br />There being no further business to come before Council during their regular <br /> <br />meeting, upon motion by Council Member Haskell, duly seconded, by unanimous vote, <br /> <br />Mayor Crabtree declared the meeting adjourned at 8:46 P.
