September 14, 1999 <br /> <br />Account 16-950545-7941000 - Maintenance/Improvements. <br />in the Capital Fund for 1998-99. <br /> <br />Vice Mayor Teague requested that Council consider establishing a proclamation <br /> <br />that Halloween be celebrated on Saturday, October 30, 1999. Council Member Roop <br /> <br />encouraged the City to-work with the County of Henry in coordinating on the same <br />evening and asked that the Ordinances be researched in other jurisdictions regarding <br />this holiday. Council Member Haskell asked, "VVhen it has been celebrated on a <br />different night, how effective was it?" Mayor Crabtree and Vice Mayor Teague <br />responded, "Good effect." City Manager Reynolds stated that he will report back to <br />Council on the Ordinances and how other localities deal with this issue. <br /> <br />The following Staff Report was presented: <br /> <br />Bob <br /> <br />Phillips, Safety - Mr. Phillips stated that Governor Jim Gilmore <br /> declared a state of emergency at noon today regarding Hurricane <br /> Floyd. Mr. Phillips has been working with the American Red Cross <br /> and the City School System. Martinsville Middle School will serve <br /> as a shelter if necessary. He also announced a nonemergency <br /> telephone number of 638-8751. Council Member Haskell asked, <br /> "When should people use this number?" Mr. Phillips responded, <br /> "For those needing shelter. All emergencies should dial 911 ." Mr. <br /> Phillips encouraged the following: Secure loose lawn items; update <br /> an itemized list of personal property; obtain a battery-operated <br /> radio with extra batteries and tune to a local station; have an ample <br />. supply of medications; do not drive through standing water; stay <br /> :away'. from downed power lines; and do not proceed through <br /> barricades. Council Member Haskell asked, "Who should people <br /> with power outages call?" Mr. Phillips replied, "Call the regular <br /> emergency number." Council Member Haskell inquired whether or <br /> not the schools were on regular schedule. No one knew. <br /> <br />Council considered the need to meet in Closed Session. In accordance with <br /> <br />Section 2.1-344 (A) of the Code of Vir.ainia (1950, and as amended) and upon motion <br />by Council Member Roop, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matter: <br /> <br /> <br />
