Council Member Dallas moved to adopt the following Resolution, as amended; <br /> <br />the motion was duly seconded and carried by the following vote, with all present <br /> <br />members voting: Vote 4 - 0; Yeas (4) - Dallas, Haskell, Roop, Teague; Nays (0) - <br /> <br />None; Absent (1) - Crabtree; <br /> <br />WHEREAS, the City of Martinsville has constructively utilized U. S. <br />Department of Housing and Urban Development, Community <br />Development Block Grant Program funding over the years from the <br />competitive Small Cities Program administered by the Virginia <br />Department of Housing and Community Development; and <br />WHEREAS, the funds from the Community Development Block <br />Grant Programs have been targeted toward improving community <br />infrastructure and housing in depressed neighborhoods inhabited <br />by low- and moderate-income persons and in a manner so as to <br />provide definitive, cost-effective, and long-lasting improvements to <br />the City's neighborhoods; and <br />WHEREAS, the funds from the Community Development Block <br />Grant Program have been effectively employed by numerous other <br />Small Cities Program eligible cities, counties, and towns across the <br />Commonwealth of Virginia and the Nation; and <br />WHEREAS, the City of Martinsville has been a recipient of CDBG <br />funding in the amount of $2,515,934 which has assisted in <br />improving the living conditions of low/moderate income residents by <br />rehabilitating 65 owner occupied houses; rehabilitating 33 renter <br />occupied units; constructing five new owner occupied homes and <br />the acquisition and demolition of 19 sub-standard properties; and <br />WHEREAS, the City of Martinsville has been informed that the U. <br />S. Senate and the U. S House of Representatives are considering <br />reductions of FY1999 monies for the CDBG Programs of 13% and <br />8%, respectively, for the FY2000 program; now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled August 10, 1999, that it does <br />hereby request that the U. S. Senate and U. S. House of <br />Representatives consider approving, at a minimum, level funds for <br />the CDBG Program, and also consider increasing the funding by <br />2.88%, from $67,595,000 up to $69,543,000, as requested by the <br />Executive Branch. <br /> <br />Council considered approving the Consent Agenda. Council Member Haskell <br /> <br />asked Mr. Reynolds to elaborate on the Joint Martinsville-Henry County Enterprise Zone <br />Plan.
