39 <br />January 25,2000 <br /> <br />voting: Vote 5- 0; Yeas (5) - Crabtree, Dallas, Haskell~ Roop, <br />Teague; Nays (0) - None. <br /> <br />There being .no further business to come before the Authority during their <br /> <br />meeting, upon motion by Authority Member Dallas, duly seconded, by unanimous vote, <br /> <br />Chairman Crabtree declared the meeting adjoumed at 7:02 P. M. <br /> <br />City Council reconvened for a regular, semi-monthly meeting at 7:02 P. M., with <br /> <br />Mayor Mark Crabtree presiding. Council Members present included: Mark A. Crabtree, <br /> <br />Mayor; M. Gene Teague, Vice Mayor; and Council 'Members Bruce H. T. Dallas, <br /> <br />Elizabeth H. Haskell, and Terry L. Roop. <br /> <br />Following delivery of the invocation by Council Member Roop, Mayor Crabtree <br /> <br />welcomed everyone to the meeting. <br /> <br />Council considered an Economic Recovery Plan Update. Ead B. Reynolds, Jr., <br /> <br />City Manager, presented the following report: <br /> <br />"The goal of Economic Recovery Strategy for Martinsville is to bring <br />new, high paying jobs to the City. The negative financial impact is <br />approximated at $712,114 in taxes and $592,839 in water <br />resources. Staff has responded by delaying capital expenditures, <br />reducing and delaying general expenditures, calling on all <br />departments, School Board, and Constitutional offices to conserve <br />resources, and implementing a hiring freeze/delay on open <br />positions." <br /> <br />"We're working diligently to coordinate efforts with Henry County, <br />Senator Roscoe Reynolds, Delegate Ward Armstrong, <br />Congressman Virgil Goode, Senators John Wamer and Charles <br />Robb, and the Commonwealth of Virginia." <br /> <br />"We've participated in Christmas relief efforts with Christmas <br />Cheer, Salvation Army, and local churches, charities, and service <br />organizations." <br /> <br />"A meeting is scheduled with the City of Greensboro [North <br />Carolina] officials to discuss highways, air service, and Federal <br /> <br /> <br />
