Reynolds, Jr., City Manager

Thomas L. Hamed, Assistant to the City Mgr. for
Development

Comprehensive Economic Development Strategy Priodty
Projects 2000-01

West Piedmont Planning Distdct Commission

The City of Martinsville, Comprehensive Economic Development Strategy (previously
known as the Overall Economic Development Program) Pdodty Projects for 2000-01
and the corresponding list for 1999-00 are forwarded herewith for your review and
recommendation to City Council. The West Piedmont Planning District has requested
our priodty list, with City Council's letter of endorsement no later than February 17,
2000. Therefore we are requesting action byCity Council at their February 8th meeting.

The significant changes from last year are:

Priority 1 Projects

Development of the Rives Road Industrial Park has been updated to reflect our
ongoing commitment to this project. Depending upon the timing, some grant and/or
low cost loan opportunities may be available. The availability of rail service
enhances the value of this park and ddves the need to move forward aggressively.

Clearview Business Park (CBP) funding has been changed to grade the remaining
two sites. The breakdown of anticipated funding is $500,000 from the U.S.
Economic Development Administration (EDA) and/or the Virginia Department of
Housing and Community Development (DHCD). These anticipated sources of
funding are speculative. We believe that we are well positioned with DHCD and that
CBP meets their criteda for funding. The number of additional jobs created is 200.
