approved, shall be duly recorded in the Office of the Clerk of <br /> Martinsville City Circuit Court: A 40-foot wide and approximately <br /> 115 foot long street space, lying southwest of the railroad crossing <br /> in the 300 block of Moss Street, as shown on the City Tax Map 42, <br /> Block 1, and containing approximately 4,600 square feet of land. <br /> BE IF FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force immediately upon adoption. <br /> <br /> Council considered conducting a public hearing on a request from CFW Intelos <br />for a Special Use Permit to construct a telecommunications facility at 409 South College <br />Street. Wayne D. P. Knox, Planning, Zoning, and" Housing Manager, stated, "On <br />November 18, the Planning Commission held a public headng and unanimously voted <br />to recommend to City Council approval of this special use permit. All adjacent property <br />owners were notified, and only one responded to inquire what is was about. It cannot <br />be co-located on Rives Road because the topography isn't right." Gary Summers, of <br />CFW Intelos, stated, "We selected this area because that's where the problem is. If this <br />is not approved, the service will remain poor. Our policy is to co-locate but were unable <br />to do so. We are already on the BB&T building uptown. We looked at other places, <br />such as Virginia Mirror, 'Starling Avenue Baptist Church, and Buck's Fuel and Oil, but <br />nothing seemed to work. Warehouses were either dilapidated or not within code." <br />Council Member Roop stated, "1 realize that other areas in the City are close to <br />manufacturing areas, but I'm concerned how close this is to residents." Vice Mayor <br />Teague added, "1 know that it's zoned as M-l, but it actually looks residential." Mayor <br />Crabtree declared the Public Headng open. Thelma Pinkard, of 208 Park Street, stated, <br />"1 am totally against this. Older neighborhoods are always picked on. Southside is <br />always dumped on." Mayor Crabtree declared the Public Hearing closed. Council <br />Member Roop stated, "I'd like to see what it's going to look like at ground level." Mr. <br /> <br /> <br />
