RED EVELO PMENT INCENTIVES <br /> <br />The City Council supports the creation of legislation which would give localities the option <br />to establish Historic District Preservation Zones. Also, the City Council supports <br />amending the State Enterprise Zone regulations to allow jurisdictions that have joint zone <br />designation to be permitted to each have a non-contiguous zone. <br /> <br />LOCAL REVENUES <br /> <br />The City. Council opposes the current provisions of HB 1601 as they relate to the <br />definition of "food" for Meals Tax collection purposes. The HB 1601 definition, ff <br />unchanged, will result in a projected $180,000 annum reduction in this local revenue <br />source which is dedicated entirely to school capital projects. The City Council also <br />opposes any reduction in local governments' authority to' impose the E911 tax. The <br />revenues from this Tax are curren~y not sufficient to suppoRthe City's share of the 911 <br />Center Operations. The City Council supports the Govemor's budget proposal to increase <br />HB 599 funding. <br /> <br />ADMINISTRATION <br /> <br />The City Council request that the Govemor's budget proposal which provides 100% <br />funding for retiree health care costs for constitutional offices and deputy sheriffs: <br />participating in the VRS and who retire after serving at least 15. years-be amended to also <br />include those positions that are locally funded. Otherwise, this action turns into another <br />unfimded mandate. The City Council supports the initiative of the Virginia Sheriffs <br />Association who will be requesting that the State ftmd the Law Enforcement Officers <br />Re 'ttrement Supplement which is curren~y paid by the localities. <br /> <br /> <br />
