The City Council requests that the City of Martinsville and Henry County not be
limited in their use of the Governor's Oppommity fund to assist in attracting new
industry and/or assisting existing businesses expanding.

COMMERCE AND TRADE

To bolster the economy recovery efforts noted above, assistance in the area of Tourism is
requested.

· The City Council request that our legislative representatives work with the
Govemor and others to devise a plan to secure the $13.2 Million Dollars
already suggested by the Governor as an appropriate mount to fund this very
important project;
· The City Council supports the Governor's budget proposal to provide $6
Million Dollars for regional visitor centers and $8 Million Dollars to expand
and improve state welcome centers. It is requested, however, that the budget
language be amended to provide funding for both a regional visitor center and a
welcome center in the Martinsviii&Henry County community;
· The City Council supports the Govemor's budget proposal to provide $1
Million Dollars over the biennium to the Virginia Economic Development
Parmership to make grants to communities for multi-jurisdictional
advertising/marketing efforts. It is requested, however, that the budget language
be amended to provide a direct grant of $50,000 each year of the biennium to
the Pauick Henry Development Council to bolster their marketing efforts on
behalf of Martinsville-Henry County.

PUBLIC EDUCATION

The City Council supports the Governor's budget proposals that will increase basic aid
funding to school districts. Given local revenue stagnation and/or decline, increased state
funding is essential to maintaining a quality and technologically advanced learning
environment for our students. Programs mandated by the state to meet "special needs"
should be fully funded by the state.

HUMAN SERVICES
The City Council supports the Governor's budget proposal to increase funding for the
Comprehensive Services Act and to local community services boards.
