Under no circumstances are items such as dens, <br />garages, pools, greenhouses, decks, or extraneous landscaping to be provided with <br />funds from this program. <br /> <br />CONTRACTING PROCEDURES <br /> <br />General contractors interested in participating in the Southside Neighborhood Housing <br />Rehabilitation Program will be solicited by the Rehabilitation via newspaper advertisement <br />and direct correspondence to contractors who are c~trrently working in the area and have <br />worked in the City's previous CDBG-assisted neighborhoods. Public notices and outreach <br />efforts will be made to solicit participation of local, female-owned and minority businesses. <br />This list of local general contractors will be developed with assistance from the City's <br />Building Official. <br /> <br />A. Contractor's Qualifications <br /> <br />Contractors will be required to complete a pre-qualification form requesting <br />information regarding experience and references to determine their qualifications and <br />eligibility to perform rehabilitation work. Contractors must be Commonwealth of <br />Virginia Class A or B registered. Minimum liability insurance requirements are at least <br />$100,000 proper damage and $300,000 personal injury. Contractors will also be <br />required to demonstrate creditworthiness. A list of approved contractors will be <br />established and approved by the Housing Rehabilitation Program Board. Additional <br />pre-qualified contractors may be added to the list with Board approval during the <br />course of the project. No contract will be awarded to a contractor until he/she has met <br />all qualification criteria. <br /> <br />Failure to perform under and comply with the terms of the construction contract will <br />be documented by the Rehabilitation Specialist. The Housing Rehabilitation Board can <br />vote to bar a contractor from future bidding based on staff recommendation and/or <br />public complaint. Correspondence to the contractor from the Rehabilitation'Specialist <br />and Project Manager will be sent by certified mail detailing the problems and the <br />specific reasons for this action. <br /> <br />B. Pre-Bid Activities <br /> <br />The Rehabilitation Specialist will hold an informational meeting for interested <br />contractors, both prime and sub. All Federal, State and local guidelines and <br />requirements will be discussed. Housing quality standards, master specifications, <br />bidding procedures, work process and payment schedules will be reviewed. The rehab <br />projects will be grouped'together in phases for bidding purposes in the most effective <br />manner to ensure timely implementation of the program. <br /> <br />13 <br /> <br /> <br />
