REYNOLDS, JR. <br />City Manager <br /> <br />RESOLUTION <br /> <br />OPPOSING A RECOMMENDATION OF THE JOINT LEGISLATIVE AUDIT AND REVIEW <br />COMMISSION (JLARC) THAT PIEDMONT REGIONAL CRIMINAL JUSTICE TRAINING <br />ACADEMY BE CLOSED AND MERGED WITH ANOTHER TRAINING ACADEMY <br /> <br />WHEREAS, the Piedmont Regional Criminal Justice training Academy was created to provide man- <br />dated and specialized criminal justice training for the Counties of Henry, Patrick and Pittsylvania and <br />the Cities of Danville and Martinsville and the Towns of Chatham and Gretna; and <br /> <br />WHEREAS, the Piedmont Regional Criminal Justice Training Academy was created to decrease the <br />expense to local agencies that was associated with the increased and unnecessary cost of excessive <br />travel, lodging and meals caused by the distance of travel to receive training; and <br /> <br />WHEREAS, the Criminal Justice Agencies composing and receiving their training at the Piedmont <br />Criminal Justice Training Academy would incur increased and unnecessary cost of travel, lodging and <br />meals caused by the distance the agencies would have to travel to receive training already available; <br />and <br /> <br />WHEREAS, the Counties of Henry, Patrick and Pittsylvania and the Cities of Danville and Martins- <br />ville and the Towns of Chatham and Gretna would incur a total estimated cost increase in excess of <br />one million dollars; and <br /> <br />WHEREAS, 611 criminal justice personnel receive the mandated and specialized training at the <br />Piedmont Regional Criminal Justice Training Academy in the most cost-effective manner; and <br /> <br />WItEREAS, the Joint Legislative Audit and Review Committee (JLARC) has completed a study <br />mandated by Senate Joint Resolution 411 (1999); and <br /> <br />WHEREAS, two of the altematives of the study is to eliminate the Piedmont Regional Criminal <br />Justice Training Academy; combining this Academy with the Cardinal Regional Training Academy; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled <br />December 14, 1999, that it does hereby respectfully state its strong opposition to this proposal and re- <br />quests that the Piedmont Regional Criminal Justice Training Academy remain as presently structured. <br /> <br />Attest: <br /> <br />Johnathan B.
