vI. Authorize a Public Hearing and conduct a Public Hearing on the disposal of City-owned real estate by the conveyance of same to the Martinsville Redevelopment and Housing Authority, as follows: Tract or parcel of land containing 18 acres, more or less, situated, lying and being in the vicinity of the Albert Harris School. COMMENTS: This Public Hearing is a formality for designating City-owned land that is for sale. We recommend that Council authorize the City Attorney to prepare the proper documents conveying this property to the Martinsville Redevelopment and Housing Authority. Reconsider a request from American Tower Corpo.ration for Triton PCS, Inc. for a Special Use Permit to construct a telecommunica- tions facility at 900 Rives Road. COMMENTS: As you will recall, the Public Hearing was conducted by Council on this request on October 26. At that time conditional approval was given for construction of a temporary tower, pending a variance request to the Board of Zoning Appeals. The Board of Zoning Appeals will consider this variance at its November 22 meeting, after which City Council will have a report to reconsider for final approval for construction of a permanent tower. Consider adoption, on an emergency basis, of Ordinance No. 99-10 establishing an extension of the due date (from December 5, 1999 to December 20, 1999) for Personal Property Taxes. (See Enclosure #3) COMMENTS: This was discussed at Council's November 9 meeting because of the delay in printing and mailing these tax notices. The notices were actually mailed November 17 and 18 with a due date of December 20, 1999. City Attorney Dave Worthy prepared this Ordinance and we recommend that Council adopt it on an emergency basis. IX. CONSENT AGENDA: Accept and appropriate a $25 donation from Franklin Foard to the Fire Department into Revenue 01100908-480410 for Expenditure 0 1321102-506010--Fire Prevention in the General Fund for FY99-00.
