Enclosure #1-a

TUESDAY, OCTOBER 14, 1999

A special, work session meeting of the Council of the City of Martinsville, Virginia,
was held on October 14, 1999, in the Administrative Conference Room, City Hall,
beginning at 11:23 A. M, with Mayor Mark Crabtree presiding. Council Members
present included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council
Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop.

City Manager Ead B. Reynolds, Jr., introduced Butch Joyce, of Joyce
Engineering. Mr. Joyce stated, "A main issue of the General Assembly last year and
probably this year is House Bill 1205 regarding vertical expansion of unlined-landfills.
Thirty sites are still present, most of which are public. The recommendation was to
work with the Corps of Engineers and the DEQ [Department of Environmental Quality]
to evaluate the status of each site, including the status of ground water and the
environment. The Corps of Engineers must present an interim report to the DEQ by
December 1999, with the final report due July 1, 2000. We're advising our clients to
have a full understanding of their site's conditions life, and time remaining. Legislators
need to know the status of your facility and how legislation may impact. There also is a
question of ranking or pdoritizing." Vice Mayor Teague asked, "How many facilities do
you deal with?' Mr. Joyce replied, "Ten or 12." Vice Mayor Teague asked, "Based on
your understanding of our site, are we similar, worse, or better?. If ranking occurs, how
will we stack up?" Mr. Joyce replied, "Typical. You're in compliance with regulations;
there's no surprises. Continue to do what you're doing. There's nothing you can do
between now and January that would have a major impact." Council Member Haskell
asked, "Regarding the Corps study, have they gathered data from Martinsville?" Mr.
