TUESDAY, JULY 13, 1999

and see the kind of problems mentioned earlier. Mrs. Pinkard stated that Council should have
taken a closer look at imposing a Curfew Law and implemented such a measure. Council Member
Dallas replied that Council had heard her loud and clear, and expressed his hope that she would be
able to see a real difference in the conditions in her neighborhood in a few months. Council
Member Roop then stated that it was fine to discuss all the problems covered, but that it was also
important to talk loud and clear about all the good things that had been accomplished throughout
the City, including the Southside neighborhood. Mrs. Elaine Hedrick then spoke, saying that she
had been a resident on Park Street for more than 25 years, and that the residents there needed real
help. She stated that no one should have to live with the kind of problems that were in her
neighborhood, and specifically mentioned that a wall near the street at 113 Park Street needed to
be tom down. She stated that the wall belonged to a Mr. Sweeny, and that it was a problem due to
a lot of persons sitting on it and hanging around there. Council Member Roop asked if Mr.
Sweeny would be willing to take the wall down, and was told that Mr. Sweeny had agreed to let
the City take the wall down if they wished to do so. Mayor Crabtree suggested that perhaps the
Sheriff might be able to get some inmate labor from the jail to take the wall down, and Sheriff
Steve Draper responded that he would be glad to help in any way he could. Mrs. Hedriqk. stated
that removing the wall would resolve a number of problems. Vice-Mayor Teague then asked the
City Manager to contact Mr. Sweeny to see what it would take to get the wall taken down. There

was no further Business from the Floor.

Council next considered a report on the City's Community Policing activities. Chief of
Police David Edwards came forward to speak, and first commented on the subject of the wall that
had just been discussed, stating that the City had tom down other such walls at City expense and
could probably knock this one down in fifteen minutes with a from end loader.
