TUESDAY, JULY 13~ 1999 <br /> <br />of the code and find out if anything could be done to shorten the notice periods involved. Mrs. <br />Pinkard then asked if anything could be done to address the' loitering problem in the <br />neighborhood, and Council Member Roop responded that this was a more difficult item to deal <br />with. He then stated that he would say to all landlords that if they have problem renters they need <br />to take action to deal with them. Mrs. Piakard then thanked Police Officer Coretha Gravely for all <br />her assistance in the neighborhood. Council Member Haskell then asked for further information <br />on the law on loitering. City Attorney Worthy stated that it was a complicated issue and a <br />difficult law to enforce. Mayor Crabtree stated that he would like to have the City Attorney <br />suggest ways in which this and other related laws could be tightened up to get better results. Mrs. <br />Pinkard stated that her property was being invaded, and the tires on her car had been cut. Council <br />Member Dallas stated that he understood what Mrs. Pinkard was going through, and said that <br />Police Chief David Edwards and his staff were doing a great job even though they were four <br />officers short at this time. Council Member Dallas stated that he would be willing to give the <br />Police Department four more officers to help clean up the current situation. Council Member <br />Haskell asked Mr. Worthy to please follow through on the various requests made of him and bring <br />back a report to Council. Council Member Roop then asked that City staff take a look at a <br />problem with an overgrown property at the corner of Park Street and Memorial Boulevard, and <br />also asked City Attomey Worthy to take a look at ways to tighten up on abuses by rental property <br />residents. Vice-Mayor Teague stated that Council had set a goal to review and improve upon the <br />rental certification process, and needed to follow through on this. Council Member Haskell stated <br />that the Rental Assistance Program should be better monitored, and Mrs. Pinkard stated that it was <br />not in all cases. City Manager Earl B. Reynolds Jr. informed Council that they would be having <br />an Information/Work Session in September on a draft program outline to meet this challenge. <br />Council Member D~.,s stated that all Council Members should go out and ride around the City <br /> <br /> <br />
