TUESDAY. JUNE 22. 1999
For each connection exceeding 6-inches in diameter, the fee shall be the total actual cost of materials,
labor and equipment, plus 35% of the actual labor cost.

Sewer Connections- New Subdivisions:

To include streets opened after 7/26/67 and developed under the City's Subdivision
Ordinance.

In addition to the applicable charges as provided above ......... $200.00

BE IT FURTHER ORDAINED that this Ordinance is adopted on an emergency basis and shall become
effective July 1, 1999.

Council next considered adoption, on an emergency basis, Ordinance No. 99-8 establishing a set
monthly rate of pay for City Council Members to replace the set rate per meeting currently used, in order
to comply with the Code of Virginia. Mayor Crabtree stated that a change in the State Code of Virginia
had resulted in a situation in which the City' s practice of compensation of Council Members was in
conflict with the law. He then noted that new monthly payment amounts proposed by the City Attorney
would both comply with the law and be equal to what had been paid to Council Members in the past,
stating that the intent of the proposed amounts was to ensure that Council did not receive a raise in
compensation. Vice Mayor Teague agreed that it was important to structure the payments to be provided
so as to equal the amounts paid to council in the past, and noted that payment to Council Members over
the past several years had averaged about $455.00 per month. Council Member Dallas stated that this
would be satisfactory with him. Vice Mayor Teague also stated that it was appropriate, as in the past, to
compensate the Mayor at a slightly higher amount. Following some additional discussion of previously
budgeted amounts and payments for Council Member' s compensation, Mr. Teague proposed that the
annual amount paid to Council Members be $5,460 each, and the annual pay for fhe Mayor be set at
$6,660. Based upon these figures, Vice Mayor Teague moved that Council approve monthly pay amounts
of $455.00 for Council Members and $555.00 for the Mayor. Upon the following vote, all members
voting, Council approved Ordinance 99-8 as follows, as amended with the above compensation figures:

Vote: 5-0
