TUESDAY, JUNE 22, 1999 <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A~ Crabtree presiding, was held Tuesday, June 22, 1999, in the auditorium of the Virginia Museum <br />of Natural History, beginning at 5:45 P.M. This was the occasion of Council's quarterly Neighborhood <br />Town Meeting, and a Reception for members of the community was held at 6:00 P.M., prior to the regular <br />meeting. The following members of Council were present: Mark A. Crabtree, Mayor, M. Gene Teague, <br />Vice Mayor, and Council Members Bruce H.T. Dallas, Elizabeth H. Hasketl and Terry L. Roop. <br /> <br /> Following delivery of the Invocation by Council Member Bruce H. T. Dallas, Mayor Crabtree <br />extended a cordial welcome to all in attendance. <br /> <br /> Council first considered the need to meet in Executive Session. In accordance with Section 2.1- <br />344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by <br />unanimous recorded vote, Council convened in Executive Session for the purpose of discussing the <br />following matter: <br /> <br />A~ A Personnel matter under the jurisdiction of the Council, as authorized by Subsection 1. <br /> <br /> At the conclusion of this Executive Session, each member of Council certified that (1) only public <br />business matters exempt from open meeting requirements were discussed in said Executive Session; and <br />(2) only those business matters identified in the motion convening the Executive Session were heard, <br />discussed, or considered during said Session. <br /> <br />Following their return to open meeting, Council took the following actions: <br /> <br />Council approved a base salary increase of 2.95% for City Manager Earl B. Reynolds Jr., <br />effective July 1, 1999, by the following vote, all members voting: <br /> <br /> <br />
