TUESDAY, JUNE 8, 1999 <br /> <br />Manager,provided background information on the requested new position. Mr. Knox began his <br /> <br />presentation by informing Council that the Piedmont Trust Bank had just been approved by the <br />Federal Home Loan Program to carry out the Martinsville Affordable Housing Program, which <br />would provide funds to subsidize the construction of fifteen houses, one of which would be a <br />model home that would serve as an office for the program. Mr. Knox noted that this was further <br />demonstration of the fact that the City's Housing Services Office was more than just a rental <br />assistance program, and that the program had been successful in many areas over the past twenty <br />years, including providing home ownership opportunities. He noted that this success was the <br />reason for the requested new position, which would provide clerical support for the operation. <br />Mr. Knox stated that property owners participating in the rental assistance program had <br />expressed satisfaction with the overall program, but were often frustrated with the length of time <br />it took to process work through the office. He went on to note that a recent inspection of <br />operations in the office had been performed by representatives from Housing and Urban <br />Development office in Richmond, and that one of the first things they commented on was that <br />the office was obviously short on personnel adequate to carry out the work load being handled, <br />causing the program to suffer. Mx. Knox stated that a clerk was needed to serve as a receptionist, <br />and to keep the rental assistance waiting list current and purge files on a regular basis. lVlr. Knox <br />stated that part-time personnel had been tried but had not worked out. He then stated that the <br />position requested would be fully paid for from state revenues, loan payments from block grant <br />activity, and other sources. He assured Council that there were adequate revenues to fully <br />support the new position. Vice-Ivlayor Teague asked if the program might lose revenue if the <br /> <br />7 <br /> <br /> <br />
