TUESDAY, JUNE 8, 1999 <br /> <br />Council Member Dallas then moved to place $110,000 of rebate funds in the Sewer Fund and the <br />balance of $110,000 in the General Fund Fund Balance. This motion died for lack of a second. <br />Vice-Mayor Teague then moved that $110,000 in rebate funds be placed into the General Fund <br />and $110,000 be placed in an Economic Development Fund. This motion died for lack of a <br />second. Mr. Reynolds then pointed out that on page 146 of the proposed budget, under Capital <br />Reserve, that there was already $50,000 under Miscellaneous Development Expenses, and <br />suggested that the rebate funds could be placed there. He stated that this would make the funds <br />available for Council to use for economic development efforts if they chose to do so. Council <br />Member Roop then stated that the funds did not need to be placed in any special economic fund <br />at this time, but could instead be placed in the General Fund to be appropriated later if needed. <br />Mr. Joe FinIcy spoke from the audience to agree with Council Member Roop, stating that the <br />funds could be used at a later date for real emergencies if they should arise. Council Member <br />Roop then put his suggestion in the form of a motion to place the entire $220,000 in the General <br />Fund, which was seconded, and this motion was approved by the following vote, all members <br />voting: <br /> <br />Vote: 3-2 <br /> <br />Yeas: (3) Crabtree, Dallas, Roop. <br /> <br />Nays: (2) Haskell, Teague. <br /> <br />Ordinance No. 99-5 was then moved for approval. Council Member Roop asked to have further <br />discussion on the matter of the additional personnel position provided for in the budget for the <br />City's Housing Department.
