Thursday, September 23, 1999 <br /> <br /> The Martinsville Planning Commission met in regular session on Thursday, September 23, <br />1999, at 2:00 p.m. in Council Chambers to conduct a public hearing and other business. <br /> <br />MEMBERS PRESENT Ron Ferrill, Chairperson <br /> Timothy D. Martin, Secretary <br /> Ricky C. Hall <br /> James R. Mason, Jr. <br /> Robert A. Williams <br /> Jean P. Wilson <br /> <br />MEMBERS ABSENT: Thomas R. McCann, Jr, Vice Chairperson <br /> <br />STAFF PRESENT: Wayne D. P. Knox, Housing, Planning, & Zoning Dir. <br /> Christopher L. Whitlow, Associate Planner <br /> Betty T. Roach, Recording Secretary <br /> <br /> Chairperson Fen'ill called the meeting to order at 1:00 p.m. Member Hall gave the invocation. <br />The six members present constituted a quorum. <br /> <br /> The minutes of the September 7, 1999, meeting was considered. A motion was made by <br />Member Martin, and seconded by Member Williams, to approve the minutes as written. The <br />motion carried unanimously. <br /> <br /> Chairperson Ferrill then asked the Commission members for disclosure of any personal interest <br />in the remaining agenda items. Secretary Martin stated his family has an interest in the property for <br />which the special use permit has been petitioned. <br /> <br /> The next item was a duly advertised public hearing on a request from American Tower <br />Corporation for Trition PCS, Inc. for a special use permit to construct a telecommunications facility <br />at 900 Rives Road. The site, zoned M-2 Manufacturing, is 310 feet from a residential structure and <br />100 feet from a residentially zoned district. The request is for installation of a 190-foot tall steel <br />telecommunications monopole structure, with a 9-foot tall lighming rod atop the structure, with <br />related equipment cabinets and buildings. Attorney Ward Armstrong represented the applicant. He <br />pointed out that the applicant also requests the use of a "Cell on Wheels (C.O.W.) as a temporary <br /> <br /> <br />
