Enclosure #3-b <br /> <br />RESIDENTIAL ANTI-DISPLACEMENT AND RELOCATION ASSISXANCE P.LAN <br /> <br />SOUTHSDE COMPREHENSIVE COMMUNITY DEVELOPMENT PROJECT <br /> <br />The City of Martinsville will replace all occupied and vacant occupiable low/moderate income <br />dwelling units demolished or converted to a use other than as low/moderate income dwelling units <br />as a direct result of activities assisted with funds provided under the Housing and Community <br />Development Act of 1974, as amended. All replacement housing will be provided within three (3) <br />years of the commencement of the demolition or rehabilitation relating to coversion. <br /> <br />Before obligating or expending funds that will directly result in such demolition or conversion. the <br />City will make public and advise the state that it is undertaking such an activity and will submit to <br />the state, in writing, information that identifies: <br /> <br />(1) Description of the,pro. posed assisted activi~V. <br /> <br />Acquisition/Relocation/Clearance <br /> <br />The City plans to (a) acquire and clear one (1) renter-occupied substandard unit unsuitable for <br />rehabilitation, and (b) acquire one (1) vacant dilapidated unit and rehabilitate it for sale to an <br />eligible LMI family, with downpayment assistance. The City will obtain the dilapidated units from <br />the owners through voluntary sale. This program will result in no net loss of housing units in the <br />project area. <br /> <br />Relocation assistance will be given to the renter-occupants of the substandard unit and temporary <br />relocation assistance will be given to the owner-occupants of the unit to be substantially <br />reconstructed. All relocation will be carded out according to this approved Anti-Displacement <br />and Relocation Assistance Plan. Occupants will not be relocated until comparable but decent, <br />safe, and sanitary housing of the occupants' choice is located. The City intends to make <br />relocation cost a total public responsibility which will include rental assistance payments for renter <br />occupants and moving expenses for all relocatees. Relocation resources will be made available <br />including a homeownership opportunity in the rehabilitated unit. The vacant property will be <br />acquired with City funds. The renter-occupied unit will be 'acquired with CDBG funds. All <br />demolition work will be bid. <br /> <br />(2) General location on a map and approximate number of dwelling units by size ('number of <br /> bedrooms) that will be demolished or converted to a use other than as low/moderate income <br /> dwelling units as a direct result of the assisted activity. <br /> <br />One (1) renter-oecupied unit is targeted for acquisition and clearance. The dwelling unit size <br />(number of bedrooms) will be determined in a future household survey. The unit location is <br />shown on the attached map. <br /> <br /> <br />
