Council agreed that it was important to monitor and <br /> <br />resist as strongly as possible the continued efforts of the State to reduce funding to the constitutional officer's <br />operations. <br /> <br /> Council next heard from the City Treasurer, Ms. Pat Conrad. Ms. Conrad stated that her budget <br />request showed an increase of $9,518, or 4.32%, as a result of State mandated salary increases, increases in <br />bank charges for wire transfers, and a capital request of $6,100 for an additional computer for auto decal <br />sales. Council expressed its appreciation to Ms. Conrad for her efforts to collect delinquent taxes, and <br />Council Member Roop asked about efforts to improve the auto decal processing operation, which Ms. <br />Conrad described. Other items discussed included mail-out real estate tax notice cards, Y2K compatibility <br />issues, and State funding of the office operations. Vice Mayor Teague asked if the State had reduced <br />funding for her office, and was told that they had not. Council Member Haskell asked if the State <br />Compensation Board had done workload analysis on the office and was told that they had, and had <br />recommended 4.5 employees. Current staffing was noted at 5 persons, with one position fully funded from <br />local resources. Mr. Reynolds noted that the State would cover one third of the cost for the requested .. <br />computer. <br /> <br /> Council next heard from the Management Information Services (MIS) Department. Mrs. Esther <br />Adams-Artis, Department Director, presented the request of the department. Key budget issues noted by <br />Ms. Artis included increases in overtime related to the installation of a new computer system to replace the <br />old Wang mainframe, the installation of a new fiber optic system for the City, installation of a new document <br />imaging system, and enhanced WEB page management. Council Member Haskell asked if there were any <br />big surprises in the conversion process to the new computer system, and Mrs. Artis replied that it was too <br />early in the process to say. Mrs. Artis also noted the requested funds to purchase 17 new personal <br />computers as part of the process of Y2K preparedness, and noted that the City seemed to have adequate dial- <br /> <br /> <br />
