TUESDAY, APRIL 27, 1999 <br /> <br />RESOLUTION <br /> <br />WHEREAS, the City of Danville, Virginia, has been operating W. W. Moore Juvenile Detention Home for <br />many years, and has housed juveniles from the Cities of Danville and Martinsville, and the Counties of <br />Halifax, Hemy, Mecklenburg, Patrick and Pittsyl-vania, Virginia (collectively the "Contracting <br />Jurisdictions") during some or all of that period due to the fact that the other localities have no facility in <br />which to house juveniles; and <br /> <br />WHEREAS, the need for additional secure detention space for juveniles from Danville and the Contracting <br />Jurisdictions has increased to the point where the Detention Home is not adequate to serve the needs of <br />Danville and the Contracting Jurisdictions; and <br /> <br />WHEREAS, Danville and the Contracting Jurisdictions desire to enter into an agreement for the use of the <br />Detention Home on a regional basis upon the completion of a proposed addition and renovation to the <br />Detention Home; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled April <br />27, 1999, that it does hereby authorize the City Manager to execute the attached Agreement with the City of <br />Danville and the other Contracting Jurisdictions thereby continuing its participation in this partnership of <br />providing secure detention space for juveniles. <br /> <br /> Council next considered awarding a contract to the low bidder for the Albert Harris Intersection <br />Improvement project. City Manager Earl B. Reynolds, Jr. introduced Mr. Stewart Hubbell, from Mattern & <br />Craig Engineering, who stated to Council that there had been four bidders, and that the low bid on the project <br />had come in at less than the original estimate, at a very favorable figure of $317,346.27. He then <br />recommended that Council award the project to the low bidder, M. C. Construction, Inc. Mr. Reynolds also <br />recommended that Council include in their action on the bid award an appropriation of $387,000 from the <br />American Electric Power settlement to cover the total cost of the project, consisting of the bid amount plus <br />$9,654 as a Contingency and $60,000 for property acquisition. Following brief discussion Council approved <br />award of the project to the low bidder and the recommended appropriation of funds, by the following vote, <br /> <br />all members voting: <br /> <br /> <br />
