AN ORDINANCE TUESDAY, MARCH 23, 1999 37 AMENDING THE ZONING MAP CITY OF MARTINSVILLE BE IT ORDAINliD by the Council of the City of Martinsville, Virginia, in regular session assembled, that in order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for which this Ordinance is initiated is to fulfill the requirements ofpublic necessity, convenience, general welfare and good zoning practice, that the Zoning Map of the City of Martinsville, Virginia, be-- and is hereby -- amended to the extent that the Patrick Henry Mall, 730 E. Church Street, Parcel 35 (04) X, on the Zoning Map of the City of Martinsville is hereby rezoned from C-1 Commercial to C-3 Commercial. BE IT FURTHER ORDAINliD by said Council that, an emergency existing, this ordinance shall be in force immediately upon adoption. Council next considered the need to conduct a Neighborhood Town Meeting. Mayor Crabtree declared the Town Meeting opened and Mr. Reynolds again introduced Ms. Prillaman, who provided a report on a review of concerns expressed b_y members of the neighborhood during the previous year. Mr. Reynolds noted the report format had been improved to include a comparison of reported items in the current year to those of the previous year. Vice-Mayor Teague noted that complaints had increased by 30%, and stated his hope that this was due to folks becoming more familiar with the City' sgreater code enforcement measures and a heightened community interest in improvement of the neighborhood. Mayor Crabtree noted that although there were more complaints there were fewer that were unresolved. Council Member Haskell noted the fact that fewer complaints were related to Police, stating this to be a good sign. Council Member Dallas thanked Ms. Prillaman for the fine job she was doing. Residents of the neighborhood present then voiced their concern about the issues of high volumes of traffic in the area from outside the neighborhood, loitering and public drinking in some areas, and the need for a continued high level of traffic law enforcement and Police patrol in the area. Ms. Thelma Pinkard noted that there had been a lot of improvement in conditions in the ~e neighborhood, but that more was needed.
