COM

Servin~ Franklin, HenrY, Patrick, and Pittsylvania Counties - Cities of Danville and Martinsville - Town of Rocky Mount - Since 1970

August3,1999

MEMORANDUM

TO:

FRO~:

RE:

WPPD Local Government Managers

Robert W. Dowd, AICP, Executive Director

Proposed Federal Budget Cuts

The Virginia Department of Housing and Community Development has advised
that budget cuts have been proposed for HUD Programs in Virginia. The Senate
is proposing a 13% reduction and the House an 8% reduction. DHCD is, at this
point, assuming even, across:the-board reductions in all programs.

We are attaching some charts which the DHCD staff has provided showing the
impact of the 13% reduction on HUD programs in Virginia. The chart labeled
"Total Funds Virginia" shows HUD programs, both entitlement and non-
entitlement, for the Commonwealth. The chart labeled "Virginia State Program"
shows only the non-entitlement portions of those programs. As an example of
the impact of these reductions, the 13% reduction in the non-entitlement CDBG
Program would mean that five fewer projects would be funded each year.

Should you have concerns about the potential impact of these budget reductions
on housing and community development programs, you may wish to contact the
Virginia Congressional delegation. If you have questions or need more
information, please contact Shea Hollifield, Deputy Director of DHCD.

enclosures
