REYNOLDS, JR. <br />City Manager <br /> <br />WHEREAS, the City of Martinsville has constructively utilized U.S. Department of <br />Housing and Urban Development, Community Development Block Grant Program <br />funding over the years from the competitive Small Cities Program administered by the <br />Virginia Department of Housing and Community Development; and <br /> <br />WHEREAS, the funds from the Community Development Block Grant Program have <br />been targeted toward improving community infrastructure and housing in depressed <br />neighborhoods inhabited by low- and moderate-income persons and in a manner so as to <br />provide definitive, cost-effective, and long-lasting improvements to the City's <br />neighborhoods; and <br /> <br />WHEREAS, the ~mds from the Community Development Block Grant Program have <br />been effectively employed by numerous other Small Cities Program eligible cities, <br />counties, and towns across the Commonwealth of Virginia and the Nation; and <br /> <br />WHEREAS, .the City of Martinsville has been informed that the U.S. Senate and the <br />U.S. House of Representatives are considering reductions of FY 1999 monies for the <br />CDBG Programs of 13% and 8%, respectively, for the FY2000 program; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular <br />session assembled August 10, 1999, that it does hereby request that the U.S. Senate and <br />U.S. House of Representatives consider approving, at a minimum, level funds for the <br />CDBG Program, and also consider increasing the funding by 2.88%, from $67,595,000 <br />up to $69,543,000, as requested by the Executive Branch. <br /> <br />Attest: <br /> <br />Johnathan B.
