TUESDAY, FEBRUARY 25, 1999
Confiscated Assets/State in the FY98-99 General Fund Budget for the
Commonwealth Attorney's Office.

Council Member Roop asked what was to happen on Moss Street, under Item A., above. Mr.
Wayne Knox, Planning, Zoning, and Housing Manager in the Community Development Department
explained that this action was a result of the rehabilitation and demolition that had been accomplished on
Moss Street. He stated that the Railroad and the Virginia Mirror Company had agreed to swap parcels of
land in a manner that would meet each of their needs and interests, by eliminating a rail crossover and at
the same time providing more accessible parking at Virginia Mirror. Thus, safety and parking needs
would be met and the neighborhood would be improved in appearance and traffic flow. Some discussion
took place regarding the possible removal of a large old tree near the site of the proposed work, and
Council Members Haskell and Roop both expressed a strong desire to see the tree preserved. Mr.
Reynolds assured Council that the tree would be preserved, if at all possible.

Under items not on the Agenda, Council Member Dallas thanked Wayne Knox and Tom Harned
on their work in helping to improve building sites and other conditions on Church Street.

Mr. Reynolds advised Council that the School Superintendent was attempting to set a date for Council to
tour the schools, during one of Council's work sessions. Several dates and times were discussed, and Mr.
Reynolds was asked to convey calendar dates to Dr. Ira Trollinger, School Superintendent.

Council next considered the need to meet in Executive Session. In accordance with Section 2.1 -
344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by
unanimous recorded vote, Council convened in Executive Session, for the purpose of discussing the
following matters:

A. Consultation with legal counsel, as authorized by Subsection 7.
