Groden and Williams), whereas the remaining members <br />(Messrs. Oakes, Cole, and McClain) tentatively agreed to <br />"halving" the request to the sum of $2,500.00.** <br /> <br /> ~MCA (David E. DePriest, Executive Director), to which age'ncy <br />Council conditionally committed the City to contribute the sum of <br /> $25,000.00 per year, for ten years, beginning with the current <br /> year 1988-89, toward the agency's building program, which is <br /> estimated to cost $3,200,000.00 and to which the sum of <br /> $2,800,000.00 has been pledged or.contributed. Mr. DePriest <br /> informed Council that the Collinsville branch of the YMCA has <br /> 1,100 members and the Martinsville branch has 1,500 members. <br /> Councilman McClain suggested that, irrespective of the City's <br /> commitment toward the building project, which was made in the <br /> interest of providing better swimming pool facilities for the <br /> entire community, the City Council should not approve the annual <br /> Irequest in the event the project is not pursued or is terminated. <br /> <br />In his Budget Message accompanying his recommended 1989-90City Budget, City <br />Manager Brown revised his initial new revenue-producing proposal by reducing <br />the proposed 4% tax on meals to 2% and postponing a 14% increase in water rates <br /> <br />for a year" .... but monitor closely the (Water Fund) balance and be prepared to <br /> <br />adjust (rates) when needed in the future". City Manager Brown also presented <br />the following list of new or additional revenue sources which are not included <br /> <br />in the budget proposed for 1989-90: <br /> <br /> 1. Utility Tax on Telephones: <br /> estimated $330,000 per year. <br /> <br /> 2.
