FRIDAY, APRIL 'V, ~98~ <br /> <br />A special and duly-called meeting Of the Council of the City of Martinsville, <br />Virginia, for the purpose of considering aspects of City Manager George W. <br />Brown's propose~ 1989-90 City Budget, including the 1989-90 budget requests <br />submitted by various agencies/organizations and by the local constitutional <br />officers, as well as comments on the various budget requests by the respective <br />representatives, was.held Friday, April 7, 1989, in the Council Chamber, City <br />Hall, beginning at 2:00 P.M. All members of Council were present, viz., L. D. <br />Oakes, Mayor and Presiding Officer; Clyde L. Willjams, Vice-Mayor; william C. <br />Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, Mayor Oakes stated the purpose of this special meeting, <br />following which Council received presentations on behalf of the following <br />agencies/organizations by the following spokespersons (identified in paren- <br />theses), with Council's tentative actions thereon herein indicated: <br /> <br />The City's Social Services Department (Mrs. Pat S. Conrad, <br />Director), with discussion highlighting the lack of State funding <br />for "cost-of-living', increases for departmental personnel or for a <br />mandated eligibility worker -- Council tentatively approved a <br />departmental budget for 1989-90 predicated on a net local cost (to <br />the City) of $286,289. <br /> <br />Juvenile & Domestic Relations Court, Probation Section (Mr. Jan Co <br />Reed, Director of Court Services), reflecting some increase in <br />detention home expense in 1989-90 as well as the real possibility <br />that additional appropriation will be required in the current year <br />for such expense (over and above that added by Council on January <br />24, 1989, to the 1988-89 adopted budget amount) -- tentatively <br />approved. <br /> <br />West Piedmont Planning District Commission (Mro Robert W. Dowd, <br />Executive Director), in which no increase is being requested for <br />1989-90 over 1988-89 -- tentatively approved. <br /> <br />Anchor Houses (Mrs. Connie Gendron and Mr. David Chaffins, Board <br />Members) --no tentative action recorded. <br /> <br /> <br />
